Chapter 43 - The Treasury Seal

Ethan pulled the heavy canvas mail pouch out from the stone recess, the coarse fabric scraping harshly against the rough granite edges of the wall. The weight of it was substantial, dragging down his arm with the undeniable heft of dense, stacked paper and metal components. He set the pouch down on a flat stone ledge, his breath coming in short, ragged gasps as the sub-zero air of the north cooling vent chilled him to the bone.
With stiff, uncooperative fingers, he untied the thick hemp cord securing the pouch’s brass grommets and tipped it forward.
Out slid a massive, leather-bound ledger identical in make to the one they had found in the sea-wall cellar, but with one terrifying distinction: the spine was stamped in gold leaf with the seal of the United States Treasury Department, and across the cover, written in harsh, black permanent marker in a hand that was unmistakably Helena’s, were the words: *CONTINGENCY PLAN – THE HAYES ESTATE.*
Ethan flicked open the heavy cover, the dry pages crackling like autumn leaves in the stillness of the tunnel.
The first page wasn’t a financial record. It was a certified federal land grant dated December 1962, signed by a regional director of the Department of the Interior—granting full, unencumbered sovereign immunity and mineral rights of the entire Timber Creek valley not to the Hayes family trust, but directly to a private federal asset management firm named *Apex Holdings LLC*.
And beneath the grant document was a typewritten affidavit, signed by Helena Hayes herself on the exact day she married Ethan’s older brother, Thomas—who had mysteriously drowned in the bay three years before Ethan and Sarah even met.
Ethan’s eyes raced across the typewritten lines, the words swimming slightly under the harsh beam of his flashlight:
*“... Furthermore, it is acknowledged that the estate known as the Hayes Homestead is maintained purely as an operational front for federal asset recovery and surveillance of illicit northern shipping routes. The primary resident (Helena Hayes) acts as an authorized civilian handler under Directives 88-B through 88-F...”*
The ledger dropped from Ethan’s numb fingers, hitting the gravel floor with a dull, heavy thud.
Helena wasn't just a cunning, manipulative socialite who had embezzled family funds and tormented a ten-year-old child out of sheer malice. She was—or had been—an operative planted within the family ecosystem decades ago by a deep-state federal oversight division, using the Hayes estate as a permanent foothold for surveillance and asset seizure along the Canadian border. The entire family tragedy, Thomas’s suspicious drowning, the systematic financial ruin of the estate, and even the cruel psychological isolation of Coral on that freezing Christmas morning—none of it was just domestic cruelty. It was a calculated, federally backed asset extraction.
A sharp sound echoed down the damp stone corridor behind him.
*Clack.*
It wasn't the sound of dripping water or settling timber. It was the distinct, unmistakable click of a tactical weapon’s safety switch being flicked off.
Ethan spun around instantly, sweeping his industrial flashlight in a wide, blinding arc across the dark tunnel.
Standing thirty feet away, blocking the only exit leading back up to the homestead, was a figure clad in heavy tactical gear, wearing a matte-black ballistic helmet with the face shield lowered. In their right hand, they held a suppressed H&K MP5 submachine gun, the barrel leveled precisely at Ethan’s chest.
"Step away from the ledger, Mr. Hayes," a voice echoed from behind the sealed face shield—a voice modified by a digital vocoder, flat, mechanical, and entirely devoid of human emotion. "Federal Directive 99-Alpha is in immediate effect. You are in possession of classified state property."
Ethan didn't move. He stood his ground beside the stone ledge, his heart hammering against his ribs like a trapped bird, yet his mind suddenly unnervingly calm. The pieces were finally falling into place—not just the domestic puzzle of a broken family, but a massive, sprawling conspiracy that went all the way to the federal agencies currently holding Helena in Bangor.
"You’re not state police," Ethan said, his voice ringing out clearly through the narrow stone corridor. "And you’re not federal marshals. You’re the cleanup crew."
The armored figure took two slow, measured steps forward, the rubber soles of their tactical boots squeaking faintly against the damp gravel. "The operation was terminated the moment Helena Hayes was detained at the valley bridge," the modulated voice replied coldly. "Her arrest was a calculated variable. But this ledger... this contains names, account numbers, and directive codes that cannot be allowed to enter the public record or the hands of local prosecutors."

The operative raised the barrel of the submachine gun slightly, aligning the laser sight directly between Ethan’s eyes. A small, crimson red dot danced across the bridge of Ethan’s nose, glowing faintly against the dark background of the stone wall.
"Step back against the wall, Mr. Hayes," the operative commanded, their finger tightening perceptibly around the trigger. "Or the accident in the tunnel tonight will be officially classified as a structural collapse."
