Chapter 28 - The Midnight Warrant

Chen didn't move immediately. He slowly closed his notebook, capped his pen with a quiet, deliberate *click*, and slid the photograph of the bike’s X-ray beneath his case jacket before sliding it into his leather briefcase.

"Assistant Director Hayes," Chen said, standing up without a trace of hurry. "Fast work. Victoria Vance must have called the seventh floor before her coffee was even cold."

"Save it for the internal review board, David," Hayes replied, his eyes cold and dead behind wire-rimmed glasses. "Hand over your service weapon and your credentials. Now."

Chen unclipped his Glock from its holster, laid it flat on the steel table, and slid his gold badge beside it. He didn't look at Hayes. He looked directly at me.

"Sarah Vance," Chen said clearly, loud enough to echo down the linoleum hallway outside. "You have the right to legal representation. Do not sign the voluntary surrender documents for Lily. No matter what they promise you. Do not sign."

"Get him out of here," Hayes ordered sharply.

The two marshals flanked Chen, escorting him down the corridor. Hayes turned his gaze toward me, stepping inside the room and kicking the heavy door shut with the heel of his shoe.

He didn't sit down. He tossed a manila folder onto the table directly in front of my handcuffed wrists.

"Open it," Hayes commanded.

I stared at him, my jaw clenched so hard my teeth ached. "Where is my daughter?"

"Open the folder, Mrs. Vance."

I reached forward with my trembling, bruised hands and flipped open the cardboard cover. Inside were three documents.

The first was an emergency order of institutional surrender from the Commonwealth of Virginia, transferring temporary physical custody of Lily Vance to Victoria Vance, as legal executor of the Vance Family Living Trust.

The second was a criminal indictment charging me with conspiracy to transport illicit contraband across state lines, child endangerment, and felony interference with a federal investigation.

The third was a single sheet of paper with a hospital header.

Ryan Miller’s name was printed across the top. Below it, in stark medical shorthand: *Patient admitted to ICU. Severe blunt force head trauma. Subdural hematoma. Critical condition.*

"Ryan..." The breath ripped out of my chest, a cold, sickening horror flooding every vein in my body. "What did you do to him?"

"Mr. Miller resisted arrest at the scene," Hayes said without an ounce of emotion, tapping the paper with his index finger. "The tactical teams used standard compliance force. He’s currently on life support at Norfolk General. Whether he wakes up depends entirely on how quickly this matter is resolved."

"You work for her," I said, my voice shaking with pure hatred. "The entire department works for her."

"I work for stability, Mrs. Vance," Hayes replied coldly. "You have no idea what is on those drives inside that child's bicycle. If that data goes public, three federal maritime supply contracts collapse overnight. Two major defense logistics firms will go into receivership. Over four thousand shipyard workers will lose their pensions by Monday morning. Victoria Vance may be ruthless, but she is the keystone of this region’s defense logistics infrastructure. You are just a widow with a broken bank account and a stubborn streak that has now nearly killed your friend and cost you your child."

He slid a black ballpoint pen across the table until it tapped against my handcuffed knuckles.

"Sign the surrender form," Hayes said. "You sign the guardianship over to Victoria. In exchange, the child endangerment charges against you are reduced to a misdemeanor probation. Ryan Miller gets transferred to a private neurological specialty clinic in Johns Hopkins with all expenses paid by the Vance foundation. And Lily goes to a private boarding academy in Switzerland, fully funded, where she will never want for anything in her entire life."

"And if I refuse?"

Hayes leaned down, placing both hands flat on the metal table, his face inches from mine.

"If you refuse, you will be transferred to the supermax facility at Red Onion under federal seal. You will not see an attorney for six months under the National Security Maritime Act. Ryan Miller will suffer a fatal complication in his ICU bed by midnight. And Lily... Lily will disappear into the Virginia foster system, placed with a family in the mountains who will never tell her your name."

The silence in the room was suffocating.

I looked down at the pen. Then I looked at the signature line on the custody surrender document.

*I, Sarah Vance, hereby voluntarily relinquish all primary physical and legal custody of Lily Vance...*

The memory hit me with blinding clarity. Lily, five years old, skinning her knee on the asphalt of our driveway, crying so hard she couldn't breathe. Thomas picking her up, setting her on his shoulders, wiping her tears, and pointing at the bright purple frame of her bike.

*“Streamers mean you’re moving forward, Lilybug,”* Thomas had told her, laughing softly as the white ribbons caught the summer breeze. *“No matter how hard the wind hits you in the face, as long as the streamers are flying behind you, you’re winning.”*

I raised my head and looked directly into Hayes’s cold, arrogant eyes.

"Give me the pen," I said quietly.

Hayes smirked, straightening up. "A sensible mother after all."

May you like

He handed me the pen. I took it in my right hand, steadying the tip over the line.

Then, using every ounce of strength, leverage, and momentum in my upper body, I drove the steel-tipped ballpoint pen straight through the back of Hayes's left hand, pinning his palm directly into the wooden folder on the table.
